## Critical deployment note
The starter ZIP is an application overlay. It is not upload-and-run by itself. A complete Laravel project must be created and Composer dependencies installed on a computer that has Composer. The resulting complete project, including `vendor/`, can then be uploaded through cPanel without needing Composer or Terminal on the hosting account.

No tool should be advertised as operational until its processing handler, file validation, private storage, authorization, resource limits, expiry and failure handling have been implemented and tested.
